fiscaltransparency.org.mk (fiskalnatransparentnost.org.mk) offers you a possibility to fill in electronically the request for Access to information of public character. fiscaltransparency.org.mk aims to assist the general public in terms of simplifying the filing of written request to public institutions, and thus test the response of the institutions and the extent to which they are prepared to shale information of public character.

Interested citizens, civil sector representatives, the business community, the public sector and the press may request a document, information or data of public character in person through several steps.

  • Step 1:  By clicking the field„Information holder“,choose an institutions from which you request information.
  • Step 2: In the field „Description of information requested“, enter the concrete question. Please avoid asking questions which can receive only a  YES or NO answer.Avoid questions such as: Should I own land in order to be eligible to the right to subsidies for poultry breeding?
  • Step 3: In the part „Form of information requested“, choose by clicking the method in which you want to receive the information (examining documentation, copy, photocopy, electronic record or otherwise).
  • Step 4: In the part „method of information delivery “, choose by clicking the way in which you want to receive the information (mail, telephone, fax, e-mail or otherwise).
  • Step 5:  In the field „Requesting party“, enter the following data: name of legal entity or name and family name of a natural person, address where you want to receive the answer, contact details, telephone, fax and e-mail).
  • Step 6: The field „Representative/proxy of the information requesting party “ does not refer to a natural person. This field is filled in if the information requesting party is a legal entity. If the requesting party is a legal entity, then they shall provide the following information in this field: name and surname of the person authorized to request information of public character on behalf of the legal entity requesting information, address, contact telephone number, fax number and e-mail address.
  • Step 7: Click „Print“. (Print two copies of the request).
  • Step 8: After you have printed the request, fill in manually the empty fields „In_____“ (name of town /village in which you live) and „Date_____“ (date on which you have filled in the request).
  • Step 9:  Initial the request. (If you are a legal entity, in addition to the signature of the representative of the information requesting party, you need to affix a stamp of the legal entity).

Once you have covered all the steps, file the request with the archive of the institution from which you request information. One copy stays with the institutions and the other one bearing the archive seal is for you. The copy you keep is the basis for an complaint with the Commission for protection of the right of free Access to information of public character, if within 30 days from the date of filing the request you have not received a response from the institution.

  • Step 1:  By clicking the button „Filing party“, enter the following data: name of legal entity/representative or proxy of the legal entity or name and surname of the natural person, address on which you want to receive the Decision which the Commission for protection of the right of free Access to information of public character will issue, contact telephone number, fax number and e-mail address).
  • Step 2: In the field „Basis for an complaint“, provide an explanation of the grounds for your complaint.

(Always refer to the violated right to which you are entitled under the Law on free Access to information of public character in your explanation.   • Step 3: Click  „Print“. (Print two copies of the complaint).
  • Step 4: After you have printed it, fill in manually the empty fields „In_____“ (name of town /village in which you live) and „Date_____“ (date on which you have filled in the complaint).
  • Step 5:  Initial the complaint. (If you are a legal entity, in addition to the signature of the representative of the information requesting party, you need to affix a stamp of the legal entity).

Once you have filled in two copies of the complaint as instructed above, take it to the archive of the Commission for free Access to information of public character on the following address: boul. „Goce Delchevno. 18 – Skopje (MRTV building– 14th floor). One copy stays with the Commision, and the other one bearing a stamp is for you. Your copy provides the basis for an urgent appeal with the Commission for protection of the right of Access to information of public character, if you have received no answer from the Commission within 15 days from the day on which the complaint was filed.

If the Commission for free Access to information of public character issues a decision which you find objectionable, you are entitled to file a petition against the Commission with the Administrative Court of the Republic of Macedonia, Orce Nikolov st. n.n. tel: 02/ 3203-200.
